(WBNG Binghamton) The attorney of the Joint Landowners Coalition of New York said he is outraged after hearing New York's Environmental Conservation Commissioner say it's extremely unlikely New York will issue permits for hydraulic fracturing within the next fiscal year.

Scott Kurkoski is attorney of the JLCNY. He said that decision is a sign of Governor Cuomo dragging his feet on fracking.

"The governor is not showing leadership on one of the most important issues of our time," said Kurkoski.

Looking across the border in Pennsylvania, Kurkoski said fracking has created jobs and brought in more businesses.

He said those same opportunities could happen here in New York state if the governor approves it.

"The governor has a stance on it," said Kurkoski. "Everybody recognizes that the governor is making a political decision instead of a decision based upon the facts and the science, because if he were making it on facts and science, he would listen to people like the EPA administrator Gina McCarty and the former administrator Lisa Jackson who said that this could be done safely."

Kurkosi went on to say the governor is afraid to lead on the issue of energy.

In President Obama's State of the Union Tuesday night, he showed his support of natural gas.

He says if extracted safely, natural gas can power our economy will less of the carbon pollution that causes climate change.

Members of the organization Citizen Action of NY were pleased with the commissioner's statement.

They said in a statement, "As residents of the Southern Tier, we're relieved to know that our health, water and air won't be sacrificed to the gas industry this year. That's a good step in the right direction, but as a significant and growing body of science shows inherent dangers and harms of fracking, we need a ban on fracking to protect our communities and families."
